The Suicide Squad: Harley Quinn Has Had the Best Character Arc in the DCEU. You see, Colonel Rick Flag had gone rogue to rescue the teammate they left behind, and the Soviet Union had called in the League (which then worked for the United Nations) to stop them. As it turned out, the villainous Kobra was attempting to destabilize the government by replacing Waller with a doppelganger (hence the title's "Janus" reference to the two-faced Roman god).
